Port and Maritime

The Port and Maritime Division at Safeguard Engineering has an expert team of Port Marine Safety Consultants including a Master Mariner and former Harbour Master.  They bring specialist ‘hands-on’ knowledge and experience of Port Marine Safety and Vessel International Safety Management Systems. These consultants are experienced providers of safety operational support and consultancy for all maritime sectors, including compliance and statutory advice on Marine Safety Management Systems (MSMS) and Port Marine Safety Code (PMSC) implementation and auditing.

Our team of experienced Mariners, Harbour Masters and Port Experts has extensive experience of working with vessels, ports, dockyards, hazardous marine and port environments and operational areas.  We can also give support to the port and marine industry with legal compliance for the following: the Merchant Shipping Act; Port State Control; Port and Marine Environmental; Emergency Response; IMDG; HSE and PMSC requirements.

Safeguard Port and Maritime are experienced in undertaking Formal Safety Assessments (FSA) in line with IMO and PMSC guidance and can conduct Harbour and Port Navigational Risk Assessments to meet PMSC requirements and assist with developing mitigation controls and systems.

We are experienced in developing systems for the management of Dangerous Goods in Ports in compliance with Dangerous Goods in Harbour Areas Regulations 2016 (DGHAR), and have experience in licencing, policy, procedures and handling of Explosives within Port areas under DGHAR and Explosive Regulations 2014. We are also experienced in systems and controls required under COMAH and OPRC. In addition we can supply Security Planning support and audits using one of our qualified PSFOs.

  • The development of port, vessel and organisation Safety Management Systems and Plans
  • Assistance and advice to client organisations vessels and ports for OH&S and PMSC arrangements including the set up and audit of company safety policy, documentation and SMS
  • Preparation and presentation of safety assessments/ evidence to Regulatory Authorities for the issue of safety certification to the vessel, including; Port and Ship Safety Management, Ship Aviation, Fire, Escape and Evacuation, structure, stability and special operations
  • Provision of a fully independent Designated Person as required under the PMSC
  • The identification and interpretation of safety and environmental Regulations/ Legislation that is applicable to the vessel and how compliance can be achieved.
  • The development of vessel and equipment Safety Cases and Safety Assessment reports to meet individual client needs – i.e. Safe Return to Port arrangements.
  • System safety reviews, audits and advice
  • Development of Incident and Spill Management
  • Development of Waste Management Plans
  • Development of Port and Ship Security Plans in accordance with ISPS.
  • Assistance and advice to client organisations/ vessels for OH&S arrangements including the set up and audit of company safety policy, documentation and SMS.
